ADVISORY NEIGHBORHOOD COMMISSION 3F
RESOLUTION URGING THE MAYOR TO NOMINATE UDC
TRUSTEES
WHEREAS, the law entrusts governance of the University of the District of Columbia (UDC) to a Board of Trustees consisting of 15 persons, of whom 11 are appointed by the Mayor subject to confirmation by the District of Columbia Council (one being elected by the students and three being elected by the alumni); and
WHEREAS, the law establishes eight Trustees as a quorum of the Board, without which the Board cannot function; and
WHEREAS, a strong Board of Trustees able to maintain a quorum for conducting its work is prerequisite to proper internal management of this important institution and to its effective representation in seeking funding and public support from the Mayor, the Council, Congress, the White House, the business community, foundations and philanthropic individuals; and
WHEREAS, such a Board of Trustees could lead UDC to a period of growth of great value to its students, the District, the Metropolitan Area and this neighborhood; and
WHEREAS, four of the Mayorally-appointed seats on the Board are vacant and another four are held by Trustees whose terms expired on May 15, 1999, but may continue to serve in holdover status for up to 180 days (i.e., until mid-November); and
WHEREAS, there are only 11 Trustees in office today (including the four in "holdover" status) and only seven of them will continue office after early November; and
WHEREAS, the Board of Trustees will become incapable of achieving a quorum unless the Mayor nominates at least one new Trustee and the Council reviews and confirms by mid- November; and
WHEREAS, in order for the Board of Trustees to carry on its crucial governance of the University in the months ahead, accountably to the People of the District of Columbia, the Mayor, the Council and the Congress, it must have enough Trustees in office to maintain and sustain a quorum.
NOW, THEREFORE, Advisory Neighborhood Commission 3F, urges the Mayor to submit at the very least his initial nomination or nominations of qualified UDC Trustees to the District of Columbia Council at the earliest possible date; and
DIRECTS the Chair to transmit a copy of this Resolution to the Mayor and each Member of the District of Columbia Council.
