1. CALL TO ORDER [7:30 pm]

Chair Perry called the meeting to order and, finding Commissioners Gandhi, Maudlin, Winstead, and Wiss present, declared a quorum.

2. AGENDA [7:31 pm]

The agenda was adopted 5-0-0 (Chair Perry moving, Commissioner Gandhi seconding).

3. MINUTES [7:32 pm]

Commissioner Winstead moved the Minutes, seconded by Commissioner Wiss. Vote 4-0-1(Commissioner Maudlin abstained).

4. Announcements [7:33 pm]

A.     Announcements by Commissioners:

Commissioner Maudlin:

1. The Office of Planning will hold Comp Plan Week 2 on Wednesday September 28 at Wilson Senior High School from 6pm to 9pm.

2. On October 15, the Department of Public Works will hold a drop off at Carter Baron Amphitheater for paints, batteries and electronics.

Commissioner Wiss:

1. Information concerning lead in water is available in the back of the meeting room.

Commissioner Perry:

1.      The National Restaurant Association will hold a Dine Out Benefit on October 5 in support of Katrina Relief. For more information see www.dineforamerica.org

2.      Information from Barry Sher of Giant Foods indicates that the Van Ness Giant will close on October 6 for three months. A shuttle bus on a 2 or 3 day schedule will transport Giant patrons to another Giant location for their shopping.

3.      The CVS has agreed to increase their food stock.

B.     Announcements by members of the community:

Dick Potter from Van Ness South on behalf of Carol Woodard made note of a August 20th, 2005 Washington Post article on page B2 concerning the routing of 911 calls through the city’s Communication Center.

Ed Sands of the Calvert Woodley Liquor Store alleges that Giant Foods will add wine and beer sales to the Van Ness Store when it reopens.

George Clark of the Forest Hills Citizens Association indicated he has heard complaints concerning the city’s installation of curbs and gutters without input from bordering homeowners.

5.  Police Report [7:50 pm]

Officer Laconte of the Metropolitan Police Department gave the crime report. Commissioner Maudlin referred to his email request to Lt. George for morning radar enforcement on Davenport Street. Chair Perry indicated a lack of traffic enforcement on Connecticut Avenue in the mornings. Commissioner Wiss stated that since the start of Wilson High School’s fall term, dope dealing and smoking in alleys near the school had increased. Commissioner Perry noted that parking signs had been taken down on Veazey Terrace near the construction area. She indicated that those signs should be replaced.

6. Petition for permanent curbs and gutters and resurfacing the roadway in the 4500 block of 31st Street, N.W. [8:05 pm]

Resolution in support of the petition moved by Commissioner Winstead and seconded by Commissioner Maudlin passed 5-0-0 [Res 05-19].

7. Davenport Street Traffic Calming Study [8:07 pm]

Commissioner Maudlin moved a resolution in support of the Traffic Calming Study. Various residents of the affected part of Davenport Street expressed objections to and support for guardrails and medians. The neighbors agreed to met on the following Monday to try to settle differences. Commissioner Maudlin moved to table resolution with Chair Perry seconding. The motion to table passed 5-0-0.

8. Public space planters at ZIPS, 4418 Connecticut Avenue, N.W. [8:20 pm]

Commissioner Maudlin moved “no objection to this proposal” with Commissioner Gandhi seconding. No objection passed 5-0-0 [Ltr 05-05].

9. Observations, requests and recommendations regarding Fort Reno [8:25 pm]

Commissioner Wiss reported on the August 19th meeting with Department of Parks and Recreation (DPR). DPR wants fencing on the west and north sides of the northern soccer field.  Commissioner Wiss expressed concerns about: tree removal and replacement; tree protection plan; DPR installing sidewalk instead of DDOT, and whether the asphalt would be porous. DPR was unable to send a representative to tonight’s meeting. Commissioner Wiss moved the Letter with Commissioner Winstead seconding. Commissioner Wiss adds concerns about: steepness of Davenport Street side; the need to use “clean fill”; and a reminder about no lights. The letter was approved 5-0-0 [Ltr 05-06].

10. Burke School DDOT Public Space Permit to remove a tree [8:45 pm]

Chair Perry moves to object for one month. Commissioner Gandhi seconds. The vote to object passes 5-0-0.

11. ABRA license application, Traittoria Liliana, 4483 Connecticut Avenue, N.W. [8:50 pm]

Commissioner Maudlin moves to protest the license application with Chair Perry seconding. Vote to protest license application passes 5-0-0 [LTR 05-07].

Note: at 8:55 pm, the Chair recognized the arrival of  Michele Cole from the Ward 3 Councilmember’s office and Mary Ann Floto from the Mayor’s Office.

Commissioners Maudlin, Gandhi and Winstead are listed to represent ANC 3F before the ABC Board’s October 5 hearing on this matter.

12. Hearst Recreation Center Report [8:57 pm]

Commissioner Wiss reports that the prioritization of limited funds is ongoing. There is a danger that fiscal year 2005 funding could be lost. Commissioners expressed concerns about personnel turnover at DPR affecting this project.

13. Wilson High School Benches [9:05 pm]

Commissioner Wiss reported on the Wilson High School benches. There is a request to change the terms of the grant to consolidate funds with Wilson PST for one shared plaque. The other option is to allocate more funds. Chair Perry moves for the shared plaque. Commissioner Maudlin seconds and the motion is approved by consensus.

14. ADJOURNMENT [9:10 pm]

The next regular monthly ANC 3F meeting will be held on Monday October 17, 2005, at 7:30 pm, also at the Capital Memorial Church. The meeting adjourned (Commissioner Gandhi moving, Chair Perry seconding).

These minutes were approved 5-0-1, with a quorum present, at a duly noticed public meeting of ANC 3F on November 21, 2005.
