Monday, October 16, 2006
1. Call to order [7:30 pm] Chair Wiss called the meeting to order and finding Commissioners Gandhi, Maudlin and Winstead also present declared a quorum.
2. Agenda [7:31 pm] Chair Wiss presented the meeting agenda and moved its adoption which was seconded by Commissioner Winstead. The agenda was approved 4-0-0.
3. Minutes [7:34 pm]
a. Minutes of the June 19, 2006 were moved by Commissioner Winstead, seconded by Commissioner Gandhi and adopted 4-0-0.
b. Minutes of the September 18, 2006 were moved by Commissioner Maudlin, seconded by Commissioner Winstead and adopted 3-0-1 with Commissioner Gandhi abstaining.
4. Announcements [7:38 pm]
By Commissioners:
Chair Wiss announced that the Tenley Fire Station will open
soon and that the Tenley Library now has a Book Mobile site available.
By public:
Barbara Simons announced an upcoming School Board candidate forum on Wed. November 1st.
5. Open Forum [7:42 pm]
Jack Ritchotte – AU is planning to use Tenley campus as a parking garage.
Patrick Hoye – Owner of Coat of Arms had trouble advertising in the newspapers and unable to get in the right dates. Received new petition date and will try to adjust new placards to be more visable. Will also talk to Commissioner Perry to discuss further.
6. Police Report [7:50 pm]
Officer Carter – Thefts are up, mostly at Golds Gym. Also reported one assault. To address the issue at Rock Creek Academy, instructors come out to make sure they don’t go into local businesses and disrupt them. Lt. Hauser’s number has changes to 202-715-7356.
Officer Reinhart representing PSA 203, increase in robberies from churches and increases from thefts in auto. Suggests not leaving valuables in cars.
7. Election of Secretary [7:55 pm]
Commissioner Gandhi was elected Acting Secretary by a vote of 4-0-0. This was moved by Chair Wiss and seconded by Commissioner Maudlin. Commissioner Gandhi states that he needs to leave at a certain time in the evening for a prior engagement.
8. Discussion of Upton Street [7:58pm]
Mr. Negussie says that Mr. Khalid met with neighbors last week and that the 3600 block is longer and wider then typical block. 19 households of 29 have signed on to support two speed bumps. 1 supports but doesn’t want to sign and 1 opposes. 8 haven’t been reached.
There were issues as it relates to increased noise but Mr. Negussie states that they would rather be safe and that one speed hump won’t solve the problem.
Judy Kahn from Veazey Road say humps are reasonably low but because she has back problems and there are several people like her, people will come to a “dead stop” at these humps and it will cause traffic backups. She states that Upton is not twice as long as Veazey or Van Ness and that cars sometimes go faster to see what they can do with their cars over two humps.
Bill Coe – There was original controversy over traffic calmings and can residents just change traffic calmings? Practically, people will use alley and make it more dangerous.
Henry Guyot – would be unhappy if one hump is not enough and would like to see neighborhood take back the streets.
Barbara Simons – People wants speed humps removed.
Commissioner Gandhi moves to accept and support the neighbors and their petition. There is no second and it fails.
Commissioner Wiss moves to ask DDOT to proceed with original plan of one speed hump and to consider other traffic calming measures if it does not cut the speed sufficiently. Commissioner Maudlin seconds and passes 3-1-0 with Commissioner Gandhi opposing.
9. Public Space application at 2935
Albemarle Street [8:32pm]
Discussion on driveway cuts for property and 2 foot high retaining wall. No trees will be affected. Commissioner Maudlin moves to not object. Commissioner Winstead seconds and is accepted 4-0-0.
10. Application for New Driveway at 2807 Chesterfield Place [8:45pm]
Commissioner Maudlin states that this is a new house and there have been slip ups as it relates to building permits. He sent letters to neighbors and received one response who happens to be the architect for the property and he supports the measure. Commissioner Maudlin moves to not object. Commissioner Gandhi seconds and is accepted 4-0-0.
Commissioner Gandhi states again that he needs to leave for a prior engagement and can not stay for much longer.
11. Comp Plan Review [8:50pm]
Commissioner Wiss discusses changes to Comp Plan. Commissioner Wiss makes motion to recommend that the boundary between the low density commercial and low density residential areas be drawn more accurately on the Future Land Use Map. Commissioner Maudlin seconds and it passes 4-0-0.
12. Adjournment [9:15pm] Commissioner Gandhi leaves. Commissioner Maudlin motions to adjourn and Commissioner Winstead seconds with a vote 3-0-0.
