1. CALL TO ORDER [7:30 pm]

Chair Perry called the meeting to order and, finding Commissioners Klibanoff, Kessler, Maudlin, and Winstead present, declared a quorum.

2. AGENDA [7:31 pm]

At Commissioner Maudlin’s request Trattoria Liliana ABC License was moved to after the Owl’s Nest HPRB application. The agenda was adopted 5-0-0 (Chair Perry moving, Commissioner Winstead seconding).

3. MINUTES [7:32 pm]

Due to email list problems, Commissioners had not received copies of the proposed September Minutes prior to the meeting. Secretary Winstead withdrew the September Minutes.

4. Announcements [7:35 pm]

A.     Announcements by Commissioners:

Commissioner Kessler:

Hazardous Waste Collections would occur at Carter Barron on October 22 and at the DC Trash Transfer Center on November 12.

The DC Auditor’s report reflected very favorably on ANC 3F and the ANC 3F Treasurer.

Commissioner Wiss:

The Citizen Summit would be held on Saturday November 19 at the Convention Center from 8:00 am to 4:00 pm. Topics would include but would not be limited to youth development, health care and employment.

B.     Announcements by members of the community:

Gary Stevens of the Forest Hills Neighborhood Alliance indicated that Acadia Publishing would be including a book on Forest Hills in its “Images of America” series. Stevens indicated that pictures for possible inclusion in the book needed to be submitted by November 1st.

5.  Open Forum [7:41 pm]

No issues were raised.

6.  Police Report [7:42 pm]

Lt. Ida George of MPD’s PSA 203 presented the crime report. Tim Lucas from the US Attorney’s office was also in attendance. George indicated that only one PSA, PSA 201 had lower crime statistics than PSA 203. Three new officers were recently added to PSA 203.

Tim Lucas indicated that the October 26 Citizens Advisory Council meeting would have a presentation on property crimes.

7.  Davenport Street Traffic Calming Study [8:00 pm]

After much public discussion on the finer points of traffic calming, Commissioner Maudlin moved a resolution detailing traffic calming measures to be used on Davenport Street. Commissioner Wiss seconded. The resolution passed 6-0-0. [Res 05-20]

8.  Police Officer from PSA 202 [8:39 pm]

At Lt. George’s request, Officer Davis of PSA 202 spoke concerning PSA 202 crimes within ANC 3F. Commissioner Wiss inquired about drug activity related to the beginning of classes at Wilson High School. Officer Davis indicated that the MPD was focusing attention on Wilson High School.

Commissioner Kessler inquired about traffic control in the area of 37th Street, Upton Street and Quebec Street. Officer Davis indicated that was in PSA 204 and indicated Lt. Rock would be the appropriate contact.

9. Revised concept/addition plans for the Owl's Nest, 3031 Gates Road, N.W., HPRB application #05-382 [8:45 pm]

Commissioner Maudlin presented information concerning the status of the Owl’s Nest application to the HPRB.

George Gordon, the architect on the project answered questions. Commissioner Winstead inquired about the fencing. Gordon responded that the fencing would be 6 foot high but he noted the HPRB staff did not find the fencing acceptable. There was no new HPRB staff report. Commissioner Maudlin indicated that there were four similar fences in the area.

Commissioner Wiss noted that a tree was missing from the plan.

Gary Stevens of Chesapeake Street favored the fences as a means of reducing crime.

Members of the public indicated the property was for sale.

Commissioner Maudlin moved the resolution in support of the revised plans and Commissioner Winstead seconded. Maudlin called the question. The resolution in support of the revised plans passed with a vote of 4-0-2 with Commissioners Kessler and Perry abstaining.

10. Application #61026 by ITT, LLC, T/A Tratoria Liliana to ABRA for a new class CR liquor license [9:15]

Commissioner Maudlin presented a draft voluntary agreement between ITI. LLC T/A Tratoria Liliana and ANC 3F. Commissioner Maudlin moved the agreement and Commissioner Winstead seconded.

Commissioner Winstead moved to strike item 15. Commissioner Perry seconded. Item 15 was removed by a vote of 5-0-1 with Commissioner Maudlin abstaining.

Commissioner Kessler offered friendly amendment to add "well kept" between "of" and "suitable".  to item 9.

Commissioner Klibanoff offered friendly amendment to correct typo in item 10, “or” becomes “of”.

Commissioner Winstead moved to strike the second sentence of item 7. Commissioner Perry seconded. The sentence was removed by a vote of 3-2-1 with Commissioners Maudlin and Wiss voting no and Commissioner Klibanoff abstaining.

The voluntary agreement passed with a vote of 6-0-0.

11.  Status Report on Fort Reno DPR Project [9:36 pm]

Commissioner Wiss stated that the Section 106 phase ended October 5, 2005. The Fort Reno project has a new DPR project manager, Linda Campbell.

12.  ANC 3F Bylaws Revisions [9:42 pm]

Commissioner Winstead instigated the discussion on Bylaws revisions. Commissioner Maudlin proposed that interested Commissioners get together to review the current bylaws. Commissioners agreed to the review.

13.  Treasurer’s Report [10:05 pm]

The Treasurer, Commissioner Kessler presented the Monthly Report. Commissioner Kessler moved the Interim FY 2006 budget. Commissioner Winstead seconded. The interim budget was approved by a vote of 6-0-0.

14.  ADJOURNMENT [10:18 pm]

The next regular monthly ANC 3F meeting will be held on Monday November 21, 2005, at 7:30 pm, also at the Capital Memorial Church. The meeting adjourned by consensus (Commissioner Winstead moving, Chair Perry seconding).

These minutes were approved 6-0-0, with a quorum present, at a duly noticed public meeting of ANC 3F on November 21, 2005.
