1. CALL TO ORDER
Chair Bardin called the meeting to order at 7:30pm. Commissioners
Kogan, Perry, Maudlin, and Mitchell were present.
With five commissioners present, Chair Bardin declared a quorum.
Commissioner Wiss arrived.
2. AGENDA
The meeting agenda was adopted. 6-0-0 (See attached agenda)
3. MINUTES
Minutes of the October 15, 2001 meeting were approved by a motion by
Commissioner Perry, seconded by Commissioner Kogan. 6-0-0
4. ANNOUNCEMENTS
A. Chair Bardin announced that Commissioner Oglesby had resigned by letter dated November 14, and therefore there is a vacancy for SMD 3F07.
B. Commissioner Perry announced that Mayor Williams has been invited to attend the second Ward 3 Traffic Summit on December 10, 2001 at 7:30pm at the Chevy Chase Community Center. She also said that in order to assist the police regarding traffic she had prepared a form for reporting traffic issues and that it would be placed on ANC3F’s web site.
C. Mr. Marvin Tievsky, president of the Friendship-Tenley Town Association, announced Mayor Wiliams and Councilmember Paterson will hold a Ward 3 Emergency preparedness meeting on December 4, 2001 at 7:00 pm at St, Columba’s Episcopal Church, 4201 Albemarle Street, N.W.
D. Ms. Linda Grigsby, Community Outreach at the Washington Home, reported that their application for four additional hospice beds had been approved by DOH and that the Home is completing an application to the BZA for the four beds and expansion of the parking lot. The Washington Home will have an open house on December 12, 2001 at 6:30pm to discuss the plans. She also said the Washington Home will present its plans to the ANC at a future meeting.
5. OPEN FORUM
A. Mr. George Clark, Co-chair of ANC3F’s ad hoc Tree and Slope Protection
Overlay Committee, reported that the Committee would like to present testimony
on the urban forest legislation to the DC Council at hearing on December
10, 2001, and asked how this should be done. It was agreed
that the statement should not be a statement of the Committee or the ANC
but should be the statement of anyone who wanted to co-sign it. Mr.
Clark announced that the next meeting of the Committee would be at 7:30pm,
November 26, 2001 at his home, 4525 28th Street, N.W., and anyone interested
was invited to attend.
B. Commissioner Wiss announced that Madison Retail was updating the plans for the Sears building at 4500 Wisconsin Avenue and would present them to the Historic Preservation Review Board in January 2002
6. REPORT OF SECOND DISTRICT, METROPOLITAN POLICE DEPARTMENT
Commander Newsham announced that Mayor Williams has established a Disaster
Relief Fund to assist those impacted by disasters and that the Police Department
is involved in Project Harvest which will collect food at police and fire
stations up to November 21.
He reported a decrease of 4.34% in crime in the ANC3F area for the
period January 1 to November 18, 2001 as compared with the similar period
in 2000; however, there have been increases in robberies.
Commander Newsham told the group that the police were prepared for
the situation that developed on September 11, and put into effect plans
that had ben developed for Y2K. Officers were sent to intersections
in 2nd District and were on 12 hour shifts to increase the number of police
on duty. He said the fact the schools stayed in session help reduce traffic.
The police are now using satellite phones to improve communications.
7. Mr. Peter LaPorte, Director of DC Emergency Management
Mr. LaPorte spoke on what individuals can do before, during and after
an emergency. He encouraged everyone to create a household emergency
plan and an emergency “go kit.” The “go kit” would be used if it
is necessary to evacuate or go without electricity, heat, or water for
an extended period. He also suggested that the ANC develop a disaster

8. Ms. Gloria Shelby, DCRA’s Lead Inspector for Ward 3
Ms. Shelby introduced herself as the lead housing inspector for the
six clusters in Ward 3. She said if there were other concerns in
the area she would take them back to DCRA. There was a consensus
among commissioners that there should be a better balance between housing
inspectors and zoning inspectors to deal with the problems in the ANC3F
area. Ms. Shelby acknowledge this consensus and agreed to communicate it

9. ADVISORY ACTION ITEMS
A. Chipotle Restaurant, 4301 Wisconsin Avenue and Warren Street - Public
space application 02-003 for sidewalk café.
Mr. Bob Blessing representing Chipotle Restaurant outlined their application
for a public space permit for a 22-seat sidewalk café at the restaurant.
Residents living near the restaurant complained about trash and noise generated
by the restaurant. Commission Wiss spoke to safety and other concerns
regarding the sidewalk café. After discussing the community’s
concerns it was agreed that action would be postponed until January to
give Chipotle representatives time to meet with area residents and Commissioner
Wiss and develop a revised plan.
B. 2800 Davenport Street - public space permit for bridge and retaining
walls
Commissioner Maudlin presented information on an application for a
public space permit for a bridge at 2800 Davenport Street and the revisions
of the design. He offered a draft letter to the Public Space Permits
and Records Branch not to object to the revised plan filed on November
8, 2001 provided, 1. the ordinary high water marks are established and
2. any tree removed from public space be replaced. The letter with
changes offered by Commissioners Mitchell and Perry was approved by Commissioner
Maudlin’s motion seconded by Commissioner Kogan. 6-0-0 (see attached ltr
01-03)
C. Rumble strips for 2800 and 2900 blocks of Davenport Street, N.W.
Commissioner Maudlin presented a petition prepared by Mr. Charles Feldman,
2855 Davenport Street, and signed by nine of the ten residents of Davenport
Street requesting rumble strips east of the “hidden driveway” sign on Davenport
Street. After a discussion of the use of rumble strips it was decided
that working through the Ward 3 Traffic Committee Ms. Clarissa Byrd, DC
traffic engineer, would be asked to study the problem on Davenport Street
to determine the type of traffic controls that would be appropriate.
D. Proposed Historic District for 4400, 4500 and 4600 blocks of Grant
Road, N.W.
Ms. Dorothy Biard, Tenleytown History Committee, presented a statement
in support of the designation of one business and 13 residences in 4400,
4500 and 4600 blocks Grant Road, N.W. as a historic district.
Commissioner Wiss offered a resolution supporting the historic designation
which was seconded by Commissioner Perry. The resolution was adopted.

Commissioner Wiss was designated by the resolution to represent ANC3F
at the hearing before the Historic Preservation Review Board.
10. ANC3F Annual Report for FY 2001
Commissioner Bardin presented a draft annual report for FY 2001.
Several additions to the report were suggested and it was agreed that further
discussion would be by e-mail so that the report could be filed by the
end of November.
11. Administrative
It was agreed that there would be a pre-meeting prior to the January
14, 2002 meeting.
It was agreed that discussion of possible by-law amendments regarding
individual commissioner correspondence be put off to a future meeting.
12. TREASURERS REPORT
Commissioner Mitchell presented a report of financial activities during October 2001, the first month of FY 2002. No allocation for FY 2002 had been received. (See attached report)
9. ADJOURNMENT
Motion by Commissioner Maudlin, seconded by Commissioner Perry the
meeting adjourned at 10:10pm. The next regular meeting of ANC3F is 7:30pm
on Monday, January 14, 2002 at the Capital Memorial Church.
