Minutes

Meeting was called to order by Chairman Malcom at 7:45 p.m. Commissioners present were Strauss, Saccocio and Perry. Commissioner Collins arrived at 8:00 p.m.
 

Adoption of Agenda- The Agenda was adopted by a vote of 5-0-0.

Announcements-- NetScape, located at Waterside Mall, will hold it's grand opening on November 19th. NetScape is a family orientated information resource for educational opportunities. A letter from the Northwest Youth Alliance thanking the ANC 3F for a donation of $500.00 was received by Commissioner Malcom. Ward 3 Democrats will hold a caucus Nov. 17, 7:00 p in. at St. Lukes Church. Thank yous were expressed to the Commission administrator, Michael Carter.
 

Open Forum- Introduction of attending newly elected ANC 3F Commissioners, Karen Perry 3FO2, Doug Mitchell 3FO5, David Bardine 3FO4, and Phil Kogan 3FOl. A rumor that Giant Foods located at 4301 Connecticut Ave. will be closing will be investigated by Commissioner Perry.
 

Regular Business-

Murch School Pre-K Move

Murch Principal Marv Gill and extended day director Fern Chamberlain revisited the Commission with an update on the school's BZA application to move an afternoon pre-K class from the Murch grounds to a facility located across the street at St. Pauls Church. The BZA hearing will be on December 16, 1998. Ms. Gill cited Murch's spiraling enrollment as the main force behind the move. Audience members, including several Murch parents with children in the program, spoke in opposition mainly because of the timing (during the middle of tile school year) of such a move. Other reasons for opposing the move included: it would be unsettling to the small children; steep stairs must be used to enter the area; the area itself is assembly-hall I sized with inadequate lighting; the bathroom is not child-sized (as in Murch); and tile children would have to cross the street twice a day, sometimes in bad weather conditions. The Commission balanced the space concerns of Ms. Gill and the parents' concerns by drafting two resolutions. The resolution outlining the pre-K move passed by a vote of 4-1 -0. The resolution outlining the space concerns at Murch passed 5-0-0. The resolution are enclosed.

Application before the Public Service Commission for an outdoor public pay phone at 4422 Connecticut Ave.

Bell Atlantic has applied to the PSC for per-mission to install a public pay phone at 4422
Connecticut Ave. Citing it as a useful service to the residents of ANC 3F, the Commission voted not to oppose the installation.

Stacy Lucas, Girl Scouts of America.

The Regional Chapter of GSA will be opening their field office at 4301 Connecticut Ave. (GSA serve over 40,00 girls and 20,00 adults in the metro area. Ms. Lucas hopes that many of tile volunteer opportunities with the GSA will be considered by members of the community. It was noted that on past occasions local Girl Scout troupes helped distribute a special report from the Commission throughout the neighborhood. The move is expected to be completed by December 18th.

Secretary's Report- Commissioner Strauss made a motion to approve the October minutes. The motion passed by 5-0-0.

Treasurer's Report- Chairman Malcom read the disbursement report for October. fie then moved to approve the disbursement report. The motion carried 5-0-0.

Future Meeting- Chairman Malcom announced that there will be no scheduled meeting field in
December and that the next meeting will be with the newly elected Commission on January 20, 1999.

November 16, 1998 Report of Advisory Neighborhood Commission 3F on BZA Application number 16402

WHEREAS, Murch Elementary School has filed with the BZA an application for use of St. Paul's Lutheran Church to establish a child development center; and,

WHEREAS, the BZA has docketed this application as BZA #16402 and set a hearing December 16, 1998 hearing date; and,

WHEREAS, Murch requests approval to move the existing pre-K/extended day program which is located on the March site, across the street to St. Paul's Lutheran Church, and,

WHEREAS, concerns have been. presented as to the timing of the shift, and the merits of the shift, including concerns that a midterm shift will be disruptive to the children, and,

WHEREAS, Murch has stated that it will not implement a shift before the 1999-2000 school year if all approvals are not obtained before January 31, 1999; and,

WHEREAS, Murch has stated that there are enormous space concerns at Murch that may be addressed in part through a shift in the location of the pre-K/extended day program and through other means;

THEREFORE, BE IT RESOLVED BY ANC 3F THAT:
ANC3F does not oppose the request of Murch School in docket #16402 for a special exception lasting for a period of three years, provided that no shift in the program to St. Paul's Church occurs prior to the completion of the current school year on June 18, 1999, and ANC3F wishes to express gratitude to Murch principal Mary Gill for her dedicated service to Murch and the children of this community.

ANC3F Resolution on Murch School space concerns

RESOLVED, that ANC 3F will contact the District Of Columbia Public School System to express support for Murch School's request for the location on site at Murch of a temporary trailer and a temporary demountable structure to help address immediate space concerns and ANC 3F calls upon the District of Columbia Public Schools Facilities Department to meet the emergency space concerns at Murch and to prepare an appropriate long-term plan for meeting the space needs at Murch on an on going basis.
