1.CALL TO ORDER [7:30 pm]
Chair Wiss called the meeting to order and, finding Commissioners Kogan, Perry, Maudlin, Bardin, and Strauss to be present, declared a quorum.
2.AGENDA [7:31 pm]
The proposed agenda [attached] was amended to switch two items (2900 Albemarle Street and The Washington Home) and then approved on motion of Commissioner Wiss, seconded by Commissioner Maudlin, 7-0-0 (Commissioner Wiss voting Commissioner Mitchell’s proxy).
3.MINUTES [7:35 pm]
Minutes of the October 21, 2002, meeting were approved, 6?0?0, on motion of Commissioner Bardin, seconded by Commissioner Perry.
4.ANNOUNCEMENTS [7:36 pm]
A.Commissioner Perry announced: (1) DCRA’s new, on-line complaints program, “RAPIDS”, is accessible from DCRA’s web site; and (2) DCRA has a new van which will enable people to apply for and receive permits without going to DCRA’s headquarters.
B.Commissioner Bardin announced two free concerts, open to the public, at UDC:
(1) UDC’s Jazz Ensemble will perform Tuesday afternoon, November 19, at 12:30 pm; and
(2) UDC’s Holiday Concert, by its Chorale and Jazz Ensemble, will take place Wednesday, December 4, at 7:30 pm at the UDC Auditorium (Windom Place west of Connecticut).
C.Commissioner Wiss announced an Energy Workshop at Gallaudet on Thursday, December 5, from 10 am to 2 pm.Info contact: Office of People’s Counsel (727-3071).

E.Dick Potter announced: (1) The Rent Control Coalition will hold an information meeting at Martin Luther King, Jr. Public Library on Wednesday evening, November 20, from 7 - 9:30 pm (Room 405); and (2) the DC Council Committee on Consumer & Regulatory Affairs will hold a hearing on rent control issues on December 11.
5.OPEN FORUM [7:47 pm]
A.Barbara Beelar reported on progress by the Hearst Recreation Council and the anticipated reopening of the Little Building, now having major renovations, early next year.In addition, Councilmember Kathy Patterson is holding a “behind closed doors”, invitation-only meeting with the Stoddert Soccer League on use of various facilities.
B.Jill Diskan, the new Ward 3 Services Coordinator (and outgoing Chair of ANC 3E) received a warm introduction by Chair Wiss and a round of applause after these reports :
1.The City has plans for protecting the homeless from hypothermia this winter, antici-pating 110 nights with temperatures below 32 degrees F.There will be 700 beds at six shelters, some for men, some for women, some for both.
2.Emergency Food and Shelter Directory costs $1.50.Call 202-234-0333.
3.Problems within the purview of one DC agency are best called in to 727-1000. If that does not work, then call Jill.Multi-agency problems : one might as well start with a call to Jill.

7.There are work plans now for five multi-agency problem areas in Ward 3.The Van Ness area will receive attention via a sixth work plan soon.

7.THE OWL’S NEST (HPA Application #02-635 [8:05 pm]
After presentation of plans for re-subdivision and concept drawings by Anne H. Adams, Archi-tectural Historian, Commissioner Maudlin moved and Commissioner Bardin seconded Resolu-tion 02-37 [attached].Commissioner Kogan moved and Commissioner Perry seconded an amendment to endorse HPA staff’s recommendation regarding a driveway, which was defeated (2-4-0, Commissioner Wiss voting Commissioner Mitchell’s proxy in opposition).Commission-er Kogan then moved and Commissioner Perry seconded a second amendment to condition his-toric preservation approval on compliance with zoning regulations, which was defeated (2-3-1, Commissioner Strauss abstaining and Commissioner Wiss voting Commissioner Mitchell’s proxy in opposition).Thereupon the ANC approved the underlying Resolution 02-37 by a vote of (5-1-0, Commissioner Perry dissenting.)

ALBEMARLE STREET, APPEAL OF BUILDING PERMIT [8:48 pm]
On motion of Commissioner Kogan, seconded by Commissioner Perry, the ANC adopted Resolution 02-38 [attached] (6-0-0).
9.TRAFFIC
LIGHT AT CHESAPEAKE AND NEBRASKA [ 9:20 pm]
Jim Wigand and John Turner spoke in favor of a petition submitted to the ANC at the October 21, 2002, meeting.Phil Barringer (who presented an opposing petition with 51 signatures), Martha Saccocio, Ralph White, and Paul Hawkins spoke against.Andrew Mohr and Bev Nissenbaum argued for seeking a compromise.Commissioner Wiss distributed a four-page history and analysis.Jim Wigand submitted summaries of traffic surveys that he and another resident had conducted.No motion was presented and the ANC took no action.The ANC encouraged everyone to work together, with their single-member district members, to explore traffic calming measures.
10.TRAFFIC CALMING FOR 2800 AND 2900 BLOCKS OF DAVENPORT STREET [10:05 p.m.]
On motion of Commissioner Maudlin, seconded by Commissioner Bardin, the ANC approved a letter (Ltr 02-05) to DDOT requesting traffic calming measures for the 2800 and 2900 blocks of Davenport Street, N.W. (6-1-0, Commissioner Perry dissenting, because the Ward 3 traffic engineer had already ruled out rumble strips, and Commissioner Wiss voting Commissioner Mitchell’s proxy).
11.2944 CHESAPEAKE STREET PUBLIC SPACE APPLICATION FOR A DRIVEWAY AND CURB CUT [10:13 p.m.]
On motion of Commissioner Maudlin, seconded by Commissioner Bardin, the ANC voted not to oppose (6-0-0).
12.THE WASHINGTON HOME (BZA Application #16836) [10:15 p.m.]
Commissioner Kogan moved and Commissioner Maudlin seconded a resolution that the ANC does not object to a four bed addition on certain conditions.Commissioner Bardin moved and Commissioner Perry seconded an amendment to the first RESOLVED paragraph to alter so long as the approval of a four bed addition “is linked to retaining” the existing parking lot as defined to read “is not linked to changing” the existing parking lot as defined; the amendment carried (4-2-1, Commissioners Kogan and Maudlin dissenting, Commissioner Strauss abstaining, Commis-sioner Wiss voting Commissioner Mitchell’s proxy in favor).Thereupon, the ANC approved the underlying resolution as amended [Res 02-39, attached], (7-0-0, Commissioner Wiss voting Commissioner Mitchell’s proxy).
13.TREASURER’S REPORT [10:40 p.m.]
On motion of Commissioner Bardin, seconded by Commissioner Perry, the ANC approved the Quarterly Report for the 4th Quarter of FY 2002 (7-0-0, Commissioner Wiss voting Commis-sioner Mitchell’s proxy).
14.ANC 3F ANNUAL REPORT [10:55 p.m.]
On motion of Commissioner Bardin, seconded by Commissioner Perry, the ANC approved the Annual Report to the Mayor and DC Council (7-0-0, Commissioner Bardin voting Commission-er Mitchell’s proxy).
14.ADJOURNMENT [11:00 pm]
On motion of Commissioner Strauss, seconded by Commissioner Maudlin, the ANC adjourned (6-0-0), subject to call of the Chair.The next meeting will be held at Capital Memorial Church, 3150 Chesapeake Street.If a meeting is needed in December, it will take place on the 16th,; otherwise the next meeting will take place in January.Since the third Monday in January is a holiday to commemorate the birth of Martin Luther King, Jr. the next meeting: may take place on January 13, 2003, at 7:30 p.m.
