    MINUTES

Meeting called to order at 7:45pm by Acting Chair David J. Bardin. Commissioners Kegan, Perry, Spencer and Fitzgerald were present.

Agenda was unanimously approved.

Announcements

Commissioner Bardin announced the Federation of Citizens Association would be meeting to hear the Mayor Williams speak at Sumner School. The meeting would take place at 7pm, Tuesday June 22, 1999 and on Wednesday, June 23, 1999 The Forest Hills Citizens Association will hold its annual business and social meeting at the Jordanian Embassy. On Thursday, June 24, 1999, on Thursday, June 24, 1999 at 1lam the Senate District of DC Subcommittee will a hearing on the Interstate Tuition Bill in room 342 of the Dirksen Senate Building. Also on Thursday, between 6 and 8pm the UDC Coalition nnual Meeting at 1300 I Street, NW, all are invited to attend. On Monday June 28 at 6pm Congresswoman Norton will hold her Community Leadership Meeting in room 2168 of the Rayburn Building.

The Department of Public Works will be doing road and sidewalk repair work on Nebraska Avenue between Nevada and Connecticut Avenues. The work has commenced and is expected to take six months.

Captain Anthony Peteet of the Second District gave a presentation and statistical crime report for the ANC area. He said that theft from autos is a problem in the area and gave the residents some tips on protecting their vehicles and property.

Commissioner Perry said that car alarms were a problem in her SMD and asked the Captain's advice. Captain Peteet gave Commissioner Perry and the audience a number to call and said that owners of vehicles with defective alarms are issued warnings and citations if the problem is not remedied.

Commissioner Perry asked about the manpower on the street in the ANC area. Captain Peteet said that eight new officers had been assigned. Commissioner Perry said she would like to know exactly where the new officers would be deployed when that determination was made.

Commissioner Kegan commented on the traffic management as a major problem in the ANC and cited specifically the issue of speeding on residential streets.

OPEN FORUM

Anne Renshaw and Joe Bishop of ANC 3G gave a presentation and stated their ANC's opposition to Bell Atlantic's proposed installation of "mono poles", designed to enhance reception of cellular phones, in Rock Creek Park. They asked for support from individual commissioners of ANC 3F at the July 1 Hearing of the NCPC and, thereafter for ANC 3F's reconsideration of the position taken in May 1998.

Marjorie Rachlin, a resident, said that requests for additional telephone towers in the park could develop if the two towers requested by Bell Atlantic were not considered sufficient to provide service for other carriers.

Bertrand Led asked about was the status of rerouting the H2 and H4 buses. Commissioner Kogan said the issue was deferred to give the Mayor's Office time to review. He said that Metro would vote on the issue Thursday, June 24.

Michelle Katz, a resident, presented Herself as a representative of a group known as "Turning the Page". Ms. Katz said the aim of her group was to give something back to the community by providing needed services.

REGULAR BUSINESS

Karen Archer, Director of Consumer Services for the Public Service Commission, gave a presentation on utility deregulation and utility billing. She gave an over view of these situations and answered questions of the Commissioners and audience.

Commissioner Bardin moved the attached resolution supporting Council member Ambrose's bill to name a pocket park after slain ANC Commissioner Dennis Dollinger. The motion passed 4-0-1 (Kogan).

Commissioner Bardin reported on the College Access Tuition-Subsidy Bill pending before congress. He took comments and questions from the commissioners and audience, he said there would be a hearing on this bill on June 24.

COMMITTEE REPORTS AND UPDATES

 Albermarle Street
Commissioner Bardin reported that Commissioner Maudlin had been in contact with DPW concerning the issues involving Albermarle and other streets in the area and has as yet received no reply. Mr. Bardin added that he had also spoken with Katherine Benefield of DPW. Mr. Mike Siegel, a resident of Albermarle Street, expressed his views on the problems of traffic on Albermarle Street.

Tree Planting
Commissioner Kogan reported that the city has planted and will continue to plant trees in the ANC. He stressed the importance of residents watering the trees due to near drought conditions as although the city has contractors to water and maintain the trees they do not always provide the necessary care to ensure the trees survival.

Embassy Construction
Mr. Kogan said he met with representatives of the neighborhood and the State Department on June 12, 1999 about the construction of embassies which is taking place in the International Chancery at Van Ness Street and Reno Road. He presented a map and schedules of the twenty-three proposed structures, (twenty-one of which have commitments attached) and answered questions from neighbors. He also reported that The Intelsat Complex is undergoing interior renovation, much of which is updates on safety features within the building.

Commissioner Kogan expressed concern about the increase of traffic after the Embassies are built and occupied.

Eva Hamburg complained that the construction start up time was to early.

Commissioner Perry reported there had been meetings with Howard Law School and residents of the area to try to resolve on going issues of traffic and noise.

ANC By-laws
On second reading Commissioner Spencer moved adoption of the By-Laws amendments previously adopted at the January 21, 1999 meeting as shown in the attached text marked "adopted January 10, 1991, revised February 22, 1994, and further revised January 21, 1999 (first reading" with Subsection 7(b) of Article IV stricken. The motion carded 7-0-0 with Commissioner Kogan voting Commissioner Mitchell's proxy and Commissioner Bardin voting Commissioner Maudlin's proxy.
On first reading Commissioner Spencer moved that the second sentence of Section 3 Article X be revised to read as follows: (see attached). The motion passed 7-0-0. Proxies voted as above
On first reading, Commissioner Spencer further moved that the fourth sentence of Section 3 of Article X be revised to read as follows: (see attached). The motion passed 7-0-0. Proxies voted as above.
At the suggestion of Commissioner Kogan, the chair agreed to consider drafting quorum provisions of the By-laws to track current DC law, with proxies voted as above.

Minutes of May 17, 1999 Meeting
On motion of Secretary Perry, the draft minutes of the May 1999 meeting were approved subject to correction of typos and minor substantive errors by a vote of 2-0-3 (Fitzgerald, Kogan, Spencer) with the understanding they would be brought back to the next meeting in case of any significant issues.

Treasurer's Report
On motion of Treasurer Kogan, the Treasurer's Report for May 1999 was approved 5-0-0.
