PUBLIC MEETING

1. CALL TO ORDER [7:35 pm]

Chair Perry called the meeting to order and, finding Commissioners Gandhi, Kessler, Klibanoff, Maudlin, Winstead, and Wiss present, declared a quorum.

2. AGENDA [7:36 pm]

The agenda was adopted 7-0-0 (Chair Perry moving and Commissioner Wiss seconding).

3. MINUTES [7:37 pm]

Minutes of the May 16, 2005, monthly public meeting were accepted 7-0-0(Commissioner Winstead moving and Commissioner Maudlin seconding). 

4. ANNOUNCEMENTS [7:37pm]

A. Announcements by Commissioners:

Commissioner Kessler announced that a Comprehensive Plan Meeting would be held Thursday June 23, 2005 on the UDC campus at the Window's Lounge from 6:00pm to 9:00pm.

Commissioner Wiss announced that DDOT was holding a public meetings on the Wisconsin Avenue Transportation Study. One meeting with an emphasis on the northern area was being held at Saint Ann's Church concurrent with this ANC's meeting. The meeting for the southern area is scheduled for 6:30pm June 21, 2005 at the Guy Mason Recreation Center.

Chair Perry stated that DDOT's scheduling of a public meeting that conflicted with the meeting of an affected ANC was "wrong".

B. Announcements by members of the community:

No announcements were made.

5. OPEN FORUM [7:39pm]

Commissioner Maudlin inquired of the public if there were any local concerns with the traffic and/or traffic control measures at Fessenden Street and River Road.

6. POLICE REPORT [7:41pm]

Officer Petterson was introduced, having transferred from Georgetown to this area within the last 8 days. Lt. Ida George, Officer Loconte (Evening Traffic Officer) and Officer Santos (Day Traffic Officer) were in attendance.

Melissa Haendler of Grant Road has been working with the MPD on projects. Ms. Haendler detailed MPD projects including: bicycle registration and "40 Days of Peace" to show youths alternatives to crime.

Officer Santos explained "Safe Smart" and "Smooth Operators". DC, Maryland and Virginia would be simultaneously stepping up enforcement of speed, set belt, and moving violation laws.

George Clark of the 4500 block of 28th Street thanked Officer Santos for her effectiveness.

7. Consideration of a petition to DDOT for permanent curbs and gutters in the 3200, 3300, and 3400 blocks of Broad Branch Terrace, NW[8:19pm]

Commissioner Maudlin moved the resolution with Chair Perry seconding. The Commission voted 7-0-0 in support of the resolution.[Res 05-16]

8. Consideration of DDOT Road and Alley Projects in ANC 3F06 [8:20pm]

Commissioner Wiss moves that a list of changes be sent to DDOT by June 30th with Chair Perry seconding. Chair Perry amends to add "Tilden Street". The Commission votes 7-0-0 to send document. [Doc 05-01]

9. Alleys [8:38pm]

Commissioner Wiss urged Commissioners to inspect their alleys and to notify DDOT about deteriorated pavement.

10. Report on Wisconsin Avenue Transportation Study [8:42pm]

Commissioner Wiss sought a letter of protest to be sent to DDOT concerning DDOT's unwillingness to move a meeting date which conflicted with tonight's ANC 3F meeting.

Commissioner Wiss moved the letter of protest with Chair Perry seconding. Commissioner Wiss detailed flaws in the Study including counts taken on a holiday and no queuing data for some intersections. The minimal amount of accident data was noted.

Chair Perry moves that Commissioner Wiss prepare the letter with the following points: 1. Object to scheduling; 2. The need for a another public meeting or a meeting in conjunction with the ANC; 3. The need for and extended deadline for comments. Commissioner Gandhi seconded. The Commission voted for the protest letter, 7-0-0.[Ltr 05-04]

11. Consideration of Appeal to BZA regarding Burke School Construction permits [8:54pm]

Chair Perry seeks to file an appeal with the BZA concerning Burke School's pedestrian bridge on the following grounds: 1. The matter has not gone before the Zoning Commission; 2. The zoning hold should not allow construction to commence; 3. This was not approved by the BZA; 4. The ANC was not notified.

The Burke School's Attorney, Phil Feola had no comment.

Chair Perry moved to file an appeal, Commissioner Winstead seconded. The Commission voted 7-0-0 to file the appeal.

12. Treasurer's Report [9:20pm]

The Treasurer, Commissioner Kessler presented the Treasurer's Report. He explained details of the petty cash system. Chair Perry requested summaries of petty cash expenditures, but no changes to the petty cash system were approved.

13. Next Meeting [9:30pm]

Chair Perry indicated that ANC 3F would meet in July at a date to be determined. She pointed out that the Giant Grocery Store at Van Ness was still in the process of acquiring permits for their upcoming renovations. Chair Perry was seeking shuttle bus service and Peapod fee waivers from Giant for inconvenienced patrons. The ANC 3F July meeting date would be contingent on Giant's ability to provide a representative to discuss their renovation plans.

Chair Perry stated that DCRA Director Patrick Canavan wanted to discuss the Van Ness Auto Center at the July ANC meeting.

Commissioner Gandhi made the Commissioners aware of the Smoke Ban legislation before the DC Council.

Commissioner Wiss announced that a grant request related to Wilson High School would be coming up in July.

A potential Peirce Mill grant request was discussed.

14. Public Address System [9:40pm]

Commissioner Kessler stated that he would no longer be responsible for Public Address System used at ANC 3F Meetings. He indicated he was willing to train another Commissioner on the system's operations.

15. ADJOURNMENT [9:41 pm]

The next monthly ANC 3F meeting will be held at a date and time to be determined, also at the Capital Memorial Church. The meeting adjourned (Commissioner Gandhi moving, Commissioner Klibanoff seconding).

These minutes were approved 5-0-0, with a quorum present, at a duly noticed public meeting of ANC 3F on July 25, 2005.
