1. CALL TO ORDER [7:30 pm]

Chair Perry called the meeting to order and, finding Commissioners Gandhi, Kessler, Klibanoff, Maudlin, Winstead, and Wiss present, declared a quorum.  

2. AGENDA [7:30 pm]

The agenda was approved 7-0-0.   

3. ANNOUNCEMENTS [7:31 pm]

A. Announcements by Commissioners

Commissioner Maudlin announced that on February 24, the Zoning Commission will meet regarding Forest Hills Tree and Slope Protection Overlay.

Commissioner Wiss announced that on January 19, 6:30 pm at St. Ann's Catholic Church (4001 Yuma Street NW) and on January 26th at Guy Mason Recreation Center (3600 Calvert Street NW), DDOT will discuss the Upper Wisconsin Traffic Study.

B.   Announcements by members of the community:

George Clark of 4525 – 28th Street, N.W. related information from the January 13 monthly meeting of the Zoning Commission regarding the Forest Hills Tree and Slope Protection Overlay. The Zoning Commission is considering keeping the overlay now in effect for those steeply-sloped areas adjacent to parks, but devising a new zone district for other parts of Forest Hills and similar areas of the city that have very large lots and are not built out to capacity.  This zone district would be more restrictive than R-1A, but not include restrictions on tree removal. Commissioner Maudlin added that the Office of Planning will bring a map with tree slope designations by Lot and Square to this February 24th meeting . In the future, the Zoning Commission will examine “TSO Light” where non-slope areas would have no tree restrictions. Mr. Clark indicated that the Office of Attorney General opposed the inclusion of construction management plans in future BZA orders.

4. OPEN FORUM [7:40 pm]

No issues were raised.

5. Resolution honoring Martin Luther King, Jr. [7:40 pm]

The motion by Commissioner Gandhi was seconded by Commissioner Wiss. The resolution was amended for a technical correction. Commissioner Maudlin called the question. The resolution was approved 7-0-0.

6. APPLICATION OF HILLWOOD MUSEUM AND GARDENS FOR A VARIANCE TO MODIFY CONDITIONS OF PREVIOUS BZA ORDERS, BZA APPLICATION NO. 17229 [7:43 pm]

The motion by Commissioner Klibanoff was seconded by Commissioner Maudlin. Hillwood's Attorney Allison Prince agreed to accept the 1st “further resolved” in the resolution regarding quarterly reports distribution. Chair Perry attached the “Operating Conditions” document and the Table document. Commissioner Wiss informed Hillwood of the erroneous statement of ANC endorsement on page 5, paragraph 1, line 5 in the Statement of Applicant. Hillwood's attorney acknowledged the mistake. Karen Foreit, 4140 Linnean Street indicated that signatures of neighbors for the agreement would be obtained by the scheduled BZA hearing date. The resolution in support of the application was approved 7-0-0.


7. ADJOURNMENT [7:51 pm]

The next regular monthly ANC 3F meeting will be held on Tuesday February 22, 2005, starting at 7:30 pm, at the Capital Memorial Church. The meeting adjourned by consensus.   

 

These minutes were approved 6-0-0, with a quorum present, at a duly noticed public meeting of ANC 3F on February 22, 2005.
