1. CALL TO ORDER [7:33 pm]

Chair Wiss called the meeting to order and, finding Commissioners Kessler, Perry, Maudlin, Bernardi, and Dennis to be present, declared a quorum.

2. AGENDA [7:34 pm]

On motion by Chair Wiss, seconded by Commissioner Bernardi the proposed agenda was approved, 6-0-0, after adding "A" to 4215 in the address for the first pay phone item.

3. MINUTES [7:35 pm]

Minutes of the November 17, 2003, meeting were approved, on motion of Commissioner Maudlin, seconded by Commissioner Perry. 6-0-0.

4. ANNOUNCEMENTS [7:36pm]

A. Announcements by Commissioners:

Commissioner Bernardi: The external address system at the fire house at Connecticut Avenue and Fessenden Street will be turned off at 8:00 pm and if anyone hears it after that time they should contact Commissioner Bernardi.

Commissioner Wiss: Councilmember Patterson will hold a community meeting, January 20, 2004 at St. Columba=s Church, on the report prepared by her Private School Task Force.

Commissioner Wiss: New bids on the Tenley fire station are due today. Engine 20, will be relocated from the Navel Annex to the station at Connecticut Avenue and Everett Street and Medic 31 will be relocated temporarily at Connecticut Avenue and Porter

Commissioner Kessler: Due the closing of the Wilson High swimming pool UDC is offering swimming and exercise programs for residents age 60 and over and permits those under age 60 to use the pool, weight and exercise rooms and other facilities.

B. Announcements by members of the community:

Barbara Simons: She had cards addressed to Mayor Williams urging funding for the repair of the Wilson High pool.

5. OPEN FORUM [7: 41pm]

Dick Randall gave an update on his efforts to get information on the steps he and his neighbors can take to modify signage attached to the American University building at Wisconsin Avenue and Van Ness Street, N.W.

Lt. Aiello had stepped out of the room so the Chair moved to the next item on the agenda.

6. PETITION FOR CURBS AND GUTTERS ON FESSENDEN STREET BETWEEN 32ND STREET/BROAD BRANCH TERRACE AND 34TH STREET, N.W.

Commissioner Maudlin offered a resolution seconded by Commissioner Bernardi to support a petition by property owners on Fessenden Street for permanent curbs and gutters. Ms. Ann Scheider, 3319 Fessenden Street, N.W., said she had signed the petition but that she is concerned about impact of the construction on three large street trees in front of her property. She asked that the new curbing start to the east of the trees. The mover and seconder accepted an amendment by Commissioner Wiss, seconded by Commissioner Perry urging DDOT to consult with the UFA to protect the three trees. The amended resolution was adopted 6-0-0 (attached)

7. MPD SECOND DISTRICT REPORT [7:59 pm]

Lt. Robert Aiello announced that the 2nd District would display recovered stolen property between 10:00am and 2:00pm, on December 20, 2003. He also gave tips for crime prevention during this time of year.

He reported on events in the ANC 3F area between November 13 and December 12, which included two robberies, six burglaries, eight thefts, 20 thefts from autos, and one stolen auto. In six of the thefts from autos the radio was taken.

In reply to a question Lt. Aiello said he would take information on traffic concerns and request that they be included in 2nd District's traffic enforcement program.

8. PERMIT FOR EXISTING PAY PHONE IN PUBLIC SPACE AT 4215-A CONNECTICUT AVENUE, N.W. [8:15pm]

Commissioner Perry offered a resolution, seconded by Commissioner Dennis, of no objection to an application for an existing pay phone at 4215-A Connecticut Avenue, N.W. (Embassy Cleaners). Commissioner Kessler offered a friendly amendment that the owner of the phone will keep it free from graffiti and advertising. The revised resolution was adopted 6-0-0 - Res 03-25 (attached)

9. PERMIT FOR EXISTING PAY PHONE IN PUBLIC SPACE AT 5013 CONNECTICUT AVENUE, N.W. [8:20 pm]

Commissioner Bernardi offered a resolution seconded by Commissioner Kessler to object to the pay phone outside Buck's Fishing and Camping. The resolution was approved 5-1-0 - Res 03-26. (attached)

10. RENEWAL OF CLASS "B" LIQUOR LICENSE NO. 11079, CVS #2104, 5011 CONNECTICUT AVENUE. N.W. [8:25pm]

Commissioner Bernardi noted that the CVS is in now ANC3F but ANC3/4G had a voluntary agreement with CVS when it was in that ANC and has now continued the agreement. She proposed adoption of a letter to the ABC Board of no objection on grounds of the Voluntary Agreement between CVS and ANC3/4G. There was no second and the Chair opened the issue for discussion. Commissioner Maudlin moved and Commissioner Perry seconded, that ANC3F protest the license. The motion carried 5-1-0 and Commissioners Maudlin, Kessler and/or Berardi were designated to represent the ANC at any and all hearings in this matter. Ltr 03-15 (attached)

11. REPORT ON DRAFT UPPER WISCONSIN AVENUE CORRIDOR STUDY STRATEGIC FRAMEWORK PLAN [8:40pm]

Commissioner Wiss presented a report on the issues involved in the Wisconsin Avenue Corridor Study.

12. REPORT ON TRAFFIC CALMING FOR UPTON, VAN NESS, VEAZEY, WARREN AND OTHER RESIDENTIAL STREETS BETWEEN RENO ROAD AND WISCONSIN AVENUE. [9:10pm]

Commissioners Wiss and Kessler present a report on the status and issues in traffic and proposed traffic calming in the area.

13. TREASURER'S REPORT [9:39pm]

Commissioner Kessler presented the Treasurer's Report for November 2003.

14. ADJOURNMENT [9:45 pm]

The meeting adjourned. The ANC will next meet at a regular monthly meeting, at the Capital Memorial Seventh-Day Adventist Church, 3150 Chesapeake Street, N.W., on Monday, January 12, 2004, at 7:30 pm.
