1. CALL TO ORDER
Chair Bardin called the meeting to order at 7:34pm. Commissioners Kogan, Perry, Maudlin, and Oglesby were present.
With five of seven
commissioners present, Chair Bardin declared a quorum.
2. AGENDA
The meeting agenda
was revised by adding District 2, MPD. Commissioner Kogan clarified that
the officers were present to observe and note the arrangements regarding
embassy and not to make a police report.
The agenda as revised was accepted. 5-0-0

3. MINUTES
Minutes of the July
30, 2001 meeting were approved by a motion of Commissioner Bardin, seconded
by Commissioner Oglesby. 4-0-1 Commissioner Maudlin, not present at the
July 30, meeting, abstained
4. ANNOUNCEMENTS/OPEN FORUM
Commissioner Bardin
announced an ANC garden party on August 28, from 6:30 to 8:30pm at the
Heurich House Museum at 1307 New Hampshire Avenue to celebrate the future
City Museum of Washington D.C. to be located in the Carnegie Building at
Mount Vernon Square, 9th and K Streets, N.W.
5. TREE AND SLOPE PROTECTION OVERLAYS COMMITTEE
The Commission agreed
by unanimous consensus to the appointment of Mr. George Clark to serve
as co-chair with Commissioner Wiss of the Ad Hoc Committee on Tree and
Slop Protection Overlays.
6. District 2, MPD
Officers Colin Fleming
and Antonio McClam of District 2 introduced themselves but did not have
area crime statistics to report.
7. CONSTRUCTION PLANS FOR THE NETHERLANDS EMBASSY
Commissioner Perry reported that the ANC had been contacted by Mr. Russell of DPW regarding potential parking impacts on the neighborhood that could be caused during the replacement of a driveway to a parking facility at the Netherlands Embassy/Chancery.
Ms. Belinda Reeder, architect with Archetype, described the work which is now underway to replace the driveway to a parking facility and said the work should be completed by mid September. Ms. Reeder presented a parking plan developed to maximize parking on the campus. She said that they would need to park 20 cars on the street until September 1 and 35 cars after September 1 until the construction is completed. She said the street parking would be used by the early shift that comes to work at 7:00/7:30am.
Commissioner Perry suggested that cars parked on the street be identified with a card in the windshield so that if there were problems with the parked cars the embassy staff could be contacted.
There was no objection
to the plan and Commissioner Perry was unanimously asked to contact Mr.
Russell at DPW and advise him that there did not appear to be a problem.
8. OFFICE EQUIPMENT
Sometime between July 13 and 24 a telephone, telephone answering machine and two tape recorders were removed from the ANC office at UDC by unauthorized person or persons. The missing items were reported to UDC police on July 27.
Commissioner Oglesby
made a motion seconded by Commissioner Perry to authorize an expenditure
of $150.00 to replace the equipment. The motion was approved 5-0-0.
9. CLOVERDALE
Commissioner Oglesby reported that applications for concept review had been filed with the Historic Preservation Review Board (HPRB)to: 1. To extend and enclose a porch at 2600 Tilden Street, N.W., and 2. Construct a two-story addition to the rear of 2608 Tilden Street, N.W. These houses are part of the Cloverdale estate, now owned by the Embassy of the People’s Republic of China, which was entered on the D.C. Inventory of Historic Sites in 1964 and on the National Register in 1990.
Commissioner Oglesby
said the HPRB staff had concluded that the proposals are consistent with
the character of the landmark. The applications are on the consent calendar
for HPRB’s August 23, 2001 meeting.
10. ADJOURNMENT
The meeting adjourned
at 8:15pm on motion by Commissioner Oglesby seconded by Commissioner Maudlin.
