1.        CALL TO ORDER [7:32 pm]

            Chair Perry called the meeting to order and, finding Commissioners Kessler, Klibanoff, Maudlin, and Winstead present, declared a quorum.

2.           AGENDA [7:32 pm]

            The agenda was adopted 5-0-0 (Commissioner Winstead moving, Commissioner Klibanoff seconding).  

3.           MINUTES [7:33 pm]

          Commissioner Gandhi arrived.  

           Minutes of the March 21, 2005, monthly public meeting, moved by Commissioner Winstead and seconded by Commissioner Gandhi, were approved 6-0-0.  

4.           ANNOUNCEMENTS [7:37 pm]

Commissioner Wiss arrives.

A.     Announcements by Commissioners

Commissioner Maudlin announced that on Saturday April 23, 2005, 9:00 am at Carter-Barron Amphitheater old electronics would be accepted for “e-cycling”.

Commissioner Maudlin announced that on May 14, 2005, 9:00 am at Carter-Barron Amphitheater hazardous household waste would be collected.

Commissioner Kessler indicated that the UDC driveway work to improve safety was near completion.

Commissioner Wiss announced that on Wednesday April 20, 2005 from noon to 1pm, 70 volunteers would be needed to form a bucket brigade at Peirce Mill. This would be to assist herring traveling upstream to spawn. Next year a fish ladder will be installed to alleviate this problem.

B. Announcements by members of the community:

David Bardin of the 4700 block Connecticut Avenue announced that Earth Week had begun and that the Mayor had proclaimed April 22 2005 as Earth Day.

Barbara Kogan of the Albemarle House stated that the Giant at Van Ness Center was selling products on or near their listed expiration date and that the entrance on the Connecticut Avenue side was not ADA friendly.

Marjorie Rachlin of 2919 Brandywine Street encouraged the public to complement managers of businesses on Connecticut Avenue for their participation through flower planting in an effort to beautify Connecticut Avenue.

5.           POLICE REPORT [7:53 pm]

Lt. George and Officer Fennel represented MPD PSA 203. Lt. George reported that theft from automobiles continued to be a problem. Officer Fennel encouraged the public to watch their valuables in public, particularly wallets and purses. “Operation Fight Back” will be holding a cleanup at 2800 block of Upton on Saturday April 30, 2005 at noon. Contact 202-282-0054 for more information. Lt. George has stationed an Officer in the vicinity of Windom Place due to incidents related to the charter school.

6.        OPEN FORUM [8:21 pm]

David Bardin of the 4700 block of Connecticut Avenue, NW requests that the ANC invite representatives from Giant Grocery to explain the status of their proposed expansion and promised improvements in quality.

Andrea Burgio-Murphy of 4545 Connecticut Avenue inquired about missing parking signs on Brandywine Street adjacent to the Forest Hills Park. She expressed concern for the users of the park who cross Brandywine Street.

7.        Resolution supporting petition for permanent curbs and gutters and sidewalk improvements in the 5000-5100 blocks of 34th Street, NW [8:31 pm]

           Commissioner Maudlin moved. Chair Perry seconded. Passed 7-0-0.  [Res 05-08]

Commissioner Maudlin moved Resolution supporting traffic calming measures for the 5100 blocks of 33rd Street and Linnean Terrace and 5000-5100 blocks of 34th Street, NW. Commissioner Gandhi seconded. Commissioner Kessler offered amendment. No one seconded. Resolution passed 7-0-0.

8.        Consideration of petition to close diagonal entrance into 36th Street from Reno Road [8:51 pm]

           Members of the public spoke for and against the proposed closure. Commissioner Kessler moved to table. Chair Perry seconded. Motion to table passed 6-0-1. Wiss abstains stating support for petition but no additions. 

9.        Resolution to support "Stash Your Cash" piggybank sculpture at Van Ness Metro [9:08 pm]

           Chair Perry moved. Commissioner Gandhi seconded. Passed 7-0-0.  [Res 05-10]

10.        Public Space permit for driveway at 3535 Alton Place, NW [9:13 pm]

           Commissioner Kessler moved to approve curb cut. No one seconded.

Commissioner Winstead moved to table. Commissioner Gandhi seconded. [No vote taken.]

Commissioner Maudlin moved to oppose new driveway and to oppose reconfiguring old driveway. Chair Perry seconded. Wiss amends to include “to width of old driveway”. [No vote taken.]

Commissioner Maudlin moved to object to application for public space permit. Chair Perry seconded. Objection to public space permit passed 6-1-0. Commissioner Kessler voted against the objection. Commissioner Maudlin to write letter to DDOT. [Ltr 05-03] 

11.        Resolution Supporting traffic calming measures for the 2800/2900 block of Davenport Street, NW [9:50 pm]

           Commissioner Maudlin moved. Chair Perry seconded. Passed 7-0-0. [Res 05-11] 

12.        Report on Greenberg Theater Sign at 4200 Wisconsin Avenue, NW [9:51 pm]

           Commissioner Wiss reported her research on the signs and relevant regulations. Chair Perry moved that Commissioner Wiss represent ANC 3F in matters related to the American University signs at the Greenberg Theater. Commissioner Winstead seconded. Passed 7-0-0. 

13.        DDOT Public Space Reform [10:00 pm]

           Commissioner Maudlin moved a letter to DDOT on DDOT's proposed procedures for handling Public Space applications. Chair Perry seconded. Passed 5-1-0. Commissioner Winstead voted against and Commissioner Gandhi was out of the room. [Ltr 05-02] 

14.        Office Matters [10:11 pm]

           Chair Perry urged Commissioners to empty their mail folders. Commissioner Maudlin moved that Commissioners picking up mail from the UPS Store are authorized to open this mail in order to notify addressees of the contents via email. Commissioner Wiss seconded. Passed 6-0-0 (Commissioner Gandhi was out of the room).

15.        Report on Hearst Recreation Center [10:14 pm]

           Commissioner Kessler indicated that the Plan C was favored for the upper area. 

16.        Treasurer's Report [10:20 pm]

           The Treasurer, Commissioner Kessler moved moved the proposed budget. Commissioner Gandhi seconded. The budget passed 7-0-0. 

17.        Treasurer's Monthly Report [10:30 pm]

           The Treasurer, Commissioner Kessler presented the Monthly Report. 

18.       Treasurer's Quarterly Report [10:31 pm]

           This item was erroneously on the agenda. No action

19.        Smart Cards Resolution [10:31 pm]

           Commissioner Kessler moved. Commissioner Gandhi seconded. Passed 4-3-0 (Chair Perry, Commissioners Klibanoff and Maudlin voted against) [Res 05-12]. 

20.           ADJOURNMENT [10:43 pm]

            The next regular monthly ANC 3F meeting will be held on Monday May 16, 2005, at 7:30 pm, also at the Capital Memorial Church.  The meeting adjourned with Chair Perry moving, Commissioner Gandhi seconding. 



These minutes were approved 7-0-0, with a quorum present, at a duly noticed public meeting of ANC 3F on May 16, 2005.
