Dear Ms. Wiktor:

 

At the duly noticed ANC 3F meeting on November 21, the Commission voted 6-0-0, with a quorum being four, to object to Application #15686, by Gary Lufaso, at 3633 Albemarle Street, NW, to install two stone towers.  It is my understanding that Commissioner Carl Kessler, in whose single member district this Public Space Application falls, has discussed this project with Donna Hanousek by telephone.   ANC 3F would also request that this application be taken off the agenda.

 

After hearing from residents and discussion by Commissioners, ANC 3F took this action to object, in part, for the following reasons:

 

1.        There were a number of questions about the application raised by Commissioners after reviewing the documents provided.  At the Commission’s request, Commissioner Kessler invited Gary Lofaso and/or another representative of Georgetown Restoration to the ANC meeting on November 21st.   Mr. Lofaso informed Mr. Kessler that someone would attend.   The Commission met until after midnight, but no one ever appeared to answer Commission and/or resident questions and comments.

 

2.        Just prior to our November 21st meeting, but without enough time for statutory ANC-required pubic notice, the Commission received a second application from Public Space, Application #15536, for this same property.   This application appears to have bearing on the first application received.

 

ANC 3F believes that Application #15686 and Application #15536, along with any other applications for the use of public space at 3633 Albemarle, should be considered at the same time as part of a whole package.  Because neither the applicant, nor his representative attended the ANC meeting, Commissioners were not able to ask questions about these specific application(s) and/or ascertain Georgetown Restorations plans for development of the property as a whole and the need for the use of public space.

 

ANC 3F will meet again on January 9, 2006, and we will be more than happy to, once again, invite the applicant to this meeting to respond to ANC and neighborhood resident questions and/or concerns.

 

Therefore, we request that the Public Space Committee delay any action on 3633 Albemarle Street until after our January 9th meeting.  If you have any questions, please feel free to contact Carl Kessler or me.
