Re: Pedestrian Safety Measures at Windom Place and Connecticut Avenue, N.W.
Dear Director Tangherlini:
ANC 3F requests that DDOT implement as soon as feasible the Pedestrian Safety measures comprising Recommendation 7.B. of the Connecticut Avenue Transportation Study (Final Report, August 2003) prepared for DDOT by DMJM+HARRIS, Inc.These measures are:
1.Install pedestrian signals on the east side of the intersection of Windom Place and Connecticut Avenue.
2.Operate signals in pre-timed mode.Remove pedestrian pushbuttons.
3.Restripe crosswalks across Windom Place.
4.Stripe crosswalk diagonally across Connecticut on north side of intersection.
5.Remove “no pedestrian crossing” signs from south side of intersection.
6.Place crosswalk diagonally across Connecticut on south side of intersection.
The foregoing measures were designed to address the following Pedestrian Safety issues at this intersection:
nInadequate crosswalks.
nMissing pedestrian signals.
nLack of pedestrian phase in every signal light cycle.
This is a busy intersection serving retail establishments and offices, as well as residents of nearby homes, local workforce, students and teachers who walk to and from the Metro Rail station half a block away (Van Ness-UDC on the Red Line).
The foregoing request was approved by a vote of 7-0-0 at a duly noticed meeting of ANC 3F on November 17, 2003, with a quorum present (four constituting a quorum).
