Subject: Road Projects in ANC 3F Scheduled for FY 2006 through 2010

 

Dear John,

 

At its regularly scheduled monthly meeting on June 20, 2005, ANC 3F voted

7-0-0, with a quorum present, to submit the following comments on road

projects in ANC 3F scheduled for fiscal years 2006 through 2010, as well

as the comments on the attached list.

 

In conducting its review, ANC 3F found that a number of streets slated

for repair have been repaired recently.  These streets are indicated on

the attached list.  It is unlikely they need repair so soon.  You should

consider dropping them from the list or rescheduling them later in the

repair cycle.

 

Some streets needing repair are not on the list, but should be.  They

are:

Tilden Street between Beach Drive (Rock Creek Park) and Connecticut

Avenue (Several cross streets are scheduled for repair in FY 2006, 2007,

and 2008.  Clark Construction intends to apply to build a planned unit

development near Connecticut Avenue.)

Fort Drive between Grant Road and Albemarle Street (Although Fort Drive

between Tenley Circle and Grant Road is part of the Tenley Circle

contract and Fort Drive between Albemarle and Chesapeake Streets is

scheduled for repair in FY 2005, this segment between them appears to

have been forgotten.  It is in deplorable condition with 6" deep

potholes.)

37th Street between Van Ness and Veazey Streets (37th Street between

Veazey and Warren Streets is scheduled for repair in FY 2008.  This block

just to the south is in equally poor condition.)

38th Street between Upton and Van Ness Streets (38th Street between Van

Ness and Veazey Streets is scheduled for repair in FY 2008.  This block

just to the south is in equally poor condition.)

Reno Road between Warren Street and Windom Place (Reno Road between

Windom Place and Yuma Street is scheduled for repair in FY 2009.  The

cracked pavement actually starts farther south, near Warren Street.)

Some streets are in particularly poor condition and should be repaired

sooner in the cycle:

Reno Road between Brandywine and Davenport Streets (scheduled for FY 2009

- federal funds:  cracked and patched; the patches even have patches.

This needs immediate attention.)

Appleton Street between 36th Street and Reno Road (scheduled for FY 2009

- local funds:  the part of Appleton near Reno Road is in very poor

condition and needs immediate attention.)

Reno Road between Tilden and Upton Streets (scheduled for FY 2010 -

federal funds:  This is in as bad shape as Reno between Upton and Van

Ness, which is scheduled for repair in FY 2008.)

ANC 3F recommends that DDOT coordinate all road projects with WASA to

make sure that its work does not get torn up shortly after completion.

The WASA map indicates a large number of lead service lines in ANC 3F.

We understand that WASA is giving first priority to replacing service

lines for those most at risk, not necessarily on a block by block basis.

Please work with WASA to make sure that lead service lines have been

replaced before beginning construction.

 

Several of the projects are near schools and construction projects.  DDOT

should coordinate its work with the schools and construction projects to

make sure everything goes smoothly.

 

Finally, two of the projects are in the Grant Road Historic District.

Because the road is an integral part of the district, we urge you to work

with residents and SHPO on the design of the projects.
