As authorized by DC Law 13-135, Advisory Neighborhood Commission 3F submits this
annual report for FY 2006 to the Council of the District of Columbia and the Mayor.
In accordance with the law, the report summarizes, Commission activities, the ANC’s
financial status, and recommendations for improving operations of ANCs.
Summary of ANC 3F’s Activities
Giving advice to government agencies and managing ANC affairs, the Commission adopted 30 resolutions, one documents, and 10 letters, which are listed in the appendix of this report. The text of the resolutions, document, and letters is posted on the ANC’s web site.
At 12 regular public meetings the Commission, together with members of the community in attendance, heard invited speakers and applicants for government actions being considered by the ANC.
The Commission reviewed and acted on ten alcoholic beverage license applications. It objected to two applications and approved three voluntary agreements.
The Commission reviewed applications for permits to use public space. In some instances, the Commission did not oppose granting the permit and in others, the Commission did object to the application and gave comments to the DC government.
On the ANC's behalf, designated Commissioners testified at legislative and oversight hearings of the District of Columbia Council, hearings of the ZC, BZA, ABRA and Public Space Committee, negotiated with DC Government Departments and private companies.
On October 1, 2005, the ANC's bank balance was $80,491.12 with $19,737.09 in the checking account and $60,754.03 in the savings account. Funds received during FY 2006 totaled $21,316.61 consisting of DC Government allotments of $19,737.90 and savings account interest of $1,578.71. On September 30, 2006, the ANC's bank balance was $97,647.45 with $25,314.71 in the checking account and $72,332.74 in the savings account. The Commission transferred $10,000 from the checking account to the savings account during FY 2006. ANC 3F submitted all its quarterly reports to the DC Auditor. The Auditor approved release of all four quarterly payments during FY 2006 without adjustment.
Disbursements during FY 2006 totaled $4,306.35 which was within the ANC's budgeted amount.
Principal cost centers included meeting and office space, telephone service, mailbox, office
supplies and equipment, copying, and web site and internet related expenses. During FY 2006 the
ANC transferred a grant of $840.50 to the Wilson High School PTSA to purchase benches and a
plaque to be installed near the front door of the school which was approved during FY 2005.
Commission's Web Site, Community Input and Communications
The Commission's web site (www.anc3f.org) includes notice of and tentative agenda for commission meetings and provides summaries of Commission actions (including approved minutes of meetings and texts of adopted resolutions and other documents) as well as links to DC government web sites. A map of the ANC and the Commission's consolidated bylaw are posted on the ANC's web site.
The Commission also posts documents on the web site pertaining to matters before the ANC so that the ANC's residents would have information on the issues.
An Open Forum early in each commission meeting provides an opportunity for community members to raise new issues not on the meeting agenda. Moreover, during discussion of each agenda item the Commission invites community input, including questions to speakers and comments on proposed Commission actions.

The Commission held 12 duly noticed, public meetings, with a quorum present at the dates and times shown below. All meetings were at the Capital Memorial Seventh-Day Adventist Church, 3150 Chesapeake Street, N.W. Individual commissioners and groups of commissioners convened Single Member District meetings.

ANC 3F maintains its office and files at 4200 Connecticut Avenue, N.W., Room CC08 (UDC Building 39). The ANC did not employ staff during the fiscal year.

In addition to the activities of the Commission, its individual members resolved issues of concern to constituents and provided input to the Mayor, D.C. Council, agencies of the District government, and the U.S. Congress.
Recommendations for Improving ANC Operations
Give ANCs full and advance notice of all significant agency actions, including timely access to and right to copies of key documents, so as to enable ANCs to perform their statutory “eyes-and-ears” functions – including identifying potential errors in interpretation of statutes and regulations.
Revert to traditional staggering of notices of, and hearings on liquor license renewal applications throughout the year instead of overloading an ANC by packing virtually all its reviews of proposed renewals into one or two months, as ABRA and the ABC Board did in the previous year. July and August are vacation months for many members of the public and their ANCs. Thus, alcohol license renewals should not take place in these two months.
DCRA should diligently notify ANCs about Certificates of Occupancy that are issued.
ANC's should be allowed to use credit or debit cards to make purchases. Vendors are making purchases by check more and more difficult and expensive. Many vendors are now charging a surcharge when paying by check and others will not accept them at all.
